I'd like to recognize Shirley Thistlethwaite of YesBiscuit, and share her recent address to the Kershaw County council during the public comments portion of its meeting. This was the second time Shirley spoke to the Council, and even though limited to five minutes it is a very effective message. https://yesbiscuit.wordpress.com/2012/09/25/advocacy-at-home-remarks-to-county-council-2/
For all of us who'd like to have an impact on local animal sheltering policies, consider using Shirley's message, changing the statistics given to reflect your city or county's municipal animal shelter. This would require researching the 'live release vs. kill rate' and the costs to kill and dispose of an animal in your municipality. In that way you could share the most meaningful data with local government officials. Please comment here and at YesBiscuit when you take this action, and please include what response you receive. Elected and appointed officials in your community need to know that saving the lives of shelter animals is possible, even with limited municipal budgets!
